A battle over an execution of her cousin.
"The Queen's Dilemma" by Aussie

Elizabeth 1 sat in seclusion pondering the fate of the would-be usurper to her throne. Mary, Queen of Scots had been imprisoned by Elizabeth for nearly twenty years.

"Madam, you must sign this Death Warrant!" Her secretary Cecil implored her Highness.
"Must? Must? How dare you tell your Sovereign what she must do!"

Elizabeth stood and Cecil bowed his way backwards, "pardon your Highness."
"Oh, get up you old fool. Don't you think I agonise over signing the warrant for her execution?"

"Bring her to me, I must speak with her. She is my only cousin and rightful heir to the throne."
"Majesty." He doffed his cap and backed out the double doors quietly.

Elizabeth walked to the windows so she could see the Tower of London where Mary was imprisoned. She muttered to herself, "A Queen I am, and so be she."

Elizabeth ripped up the Warrant.
